Zhongshan has recently released its new urban renewal policies. The "Zhongshan Administration Measures on Urban Renewal" (AMUR), "Detailed Implementation Rules for the Upgrading and Renovation of Old Factory Buildings in Zhongshan" and "Detailed Implementation Rules for the Comprehensive Renovation of Old Villages and Towns in Zhongshan" have taken effect on January 1, 2021 and will be valid for 5 years.

The AMUR spell out the basic principles for implementing urban revitalization and emphasize that the measures will follow eight basic principles. Revitalization should be, as follows; an economically beneficial and efficient use of land, promote the transformation and upgrading of traditional industries and cultivate new city-industry integration methods, provide incentives for innovative development, enhance the city image and improve living conditions, strengthen weak links in infrastructure, improve the public service system and meet the growing spiritual needs of the people, promote social services and management, develop the collective economy, and protect the historic culture of Zhongshan.

In terms of the district planning, the AMUR stipulate that urban renewal will be divided up based on contiguous blocks, and the land area of each block should be at least 6.67 hectares. Each urban revitalization block can include one or more renovation projects.
